    the fact that only disabled parking bays were free demonstrates that the majority of the public DO respect the need to leave those spaces free for those who need them the most.

    How so? Surely all it shows is that there is a superfluity of such spaces.
    You never know how far you can go until you go too far.

    No not at all - as explained above in the post.

    Just because there are vacant spaces at the particular time this OP visited - does not mean that at other times they would not be required.

    Do not forget the time of the year - Christmas shopping with many retail parks heaving.

    It is also probably the least likely time disabled people choose to do a lot of shopping. My father also has a blue badge.

    One of my local retail parks has provision for over 200 parking spaces - yet there are only about 12 disabled bays.

    I do agree though with one statement - local councils have tightened up the criteria for determining blue badge allocation.

    I can show you one bank of 12 BB spaces in Reading Town Centre where there are rarely more that 2 cars ever parked at any one time. However, should any motorist dare to park in one, even at night, you can bet your boots they will get a council ticket.

    It almost seems as if the Council have set a trap.
    You never know how far you can go until you go too far.

    That's the real dilemma - offering sufficient to meet obligations, yet 'managing' them appropriately, while not over-providing and thereby tempting the 'chancer' motorist (often fuelled by frustration) with the opportunity to quickly dump his motor there ........... and cop a ticket!

    That said - do you know which parking company is in operation at the retail park visited.

    By the description given - I would suspect that this could be UKCPS or Premier Park who quite readily take photos without placing a PCN on the vehicle.

    Can you also confirm that this occurred in England or Wales.

    No, unfortunately not, we had already set off before she told me she had seen this guy hovering around the car. She was sitting in the back at the time, trying to calm the baby down.

    It was in England yes.

    You will need to wait to see if you receive a PCN through the post.

    Your appeal will not be made on any of what you described in the OP.

    How long does it normally take to get one?

    What can an appeal to a ticket such as this be made on?
