Cavity wall insulation - sales people

Not sure if this is the right place but need to ask about the sales people coming knocking on my door to offer free wall and loft insulation.
I'm renting and my landlord has already sent a surveyor out to get the insulation done but due to damp issues it can't.
When the sales people are coming round we tell them this in the hope that they'll accept it and move on but unfortunately not, they then pipe up saying that they can look at it and get it sorted etc. The latest is that not having the insulation done is going to put us into a higher council tax band.
My question is this does anyone know if this is true about the energy efficiency of your home being used as a criteria for the council tax banding or is it just a scare tactic that companies are now using.

Council tax adjustments according to EPC. If EPCs were made more rigorous, sounds like a good idea.0

Last ones that came round to me told me that it would soon be against the law NOT to have cavity wall insulation. They really went for the hard sell so I pretended to be really worried.
What they didn't realise was that I had time on my hands so I let them go through the whole drilling holes process, signed me up for a survey etc etc. Took about 1.5 hours of their time and I didn't even make them a cup of tea.
After they left I rang the company and cancelled and explained what they had said and why I was reporting them.0 -
OK, so they went for the hard sell which is bad but why didn't you go for free insulation that will save you money?? Or are you looking for a different supplier.
I looked into it and the ECO regs changed last week and cavity wall insulation is free to anyone now ....until the money runs out hence the rush (and hard sell..) to get people signed up by different installers.0
