BT Broadband cancel contract

I've been with BT now for 3 weeks, since I've been with them we have had no broadband at all, also the phone line has been 'iffy'.

I'm getting really frustrated and I wanted to cancel but they are going to charge me £150 because its past the cooling off period.

Can they legally do this when I haven't had any broadband signal since I set up the service? Surely they need to stick to their part of the contract too?

Any advice?

    I hope Neil can help, but if he's like other BT representatives, I'd expect an epic fail. I tried to cancel and after much discussion a BT rep promised me she'd waive my cancellation charge. Turns out she didn't. Have you though about the small claims court: it's not very expensive and you've got a great case, I suspect.
