Opening a bank account for a non UK resident - living in palestine

I am trying to see if there is anyway I can open a UK bank account for someone that lives in Palestine? Does anyone know where I should go?

For the same reason as many people living in UK want to have a € account with a European bank?

Doesn't matter. If you aren't a UK resident, you won't be successful when applying for a UK bank account.

UK operation of Indian Bank of Baroda apparently do offer accounts to non-residents:

You cannot open an account for anyone but yourself.

There is very little chance for a person living permanently outside of the UK to open an account here (unless they can deposit a few millions).

The 'they' I was referring to are SBI UK. Their licence won't permit them to offer current accounts to non-residents, just as the licence of the other UK-licensed banks won't permit it to them.
