There is very little chance for a person living permanently outside of the UK to open an account here (unless they can deposit a few millions).

Are you suggesting UK banks can be bribed? Would make a lovely scandal.

    Any proof?
Don't know about 'offer', but many UK banks knowingly allow non-residents to keep their accounts.

I don't suggest bribery, but if the Sultan of Bahrain wants to deposit a serious amount at Coutts (or wherever), you can be certain, he will be accommodated.

As far as I know, there is no legal requirement that wont allow banks to open accounts to non-residents. The banks are (usually) not doing it to protect themselves.

Bahrain has an Emir (King) not a Sultan.
    Getting bored now.

Sorry, I was thinking of the Sultan of Brunei, but what are a few millions among friends

To open an account at a UK bank requires a UK resident address.

You will be unable to open a UK bank account if your a not resident in the UK for tax purposes.

The post earlier that mentioned some non residents have an account, this would have been before they left the UK, banks allow you to keep your account when you move out of the UK, but will not be able to open any new accounts. In the last year it has changed as you used to be able to open one savings account as a non resident but this has now changed.

I also am wondering why you require an account in the UK if you reside in Palestine?

Residency is the least of the issues here, it will be the country that's the biggest hurdle.
Banks have a list of countries that for whatever reasons; be it UN sanctions, anti-terror, AML regulations and international or national laws cannot not open accounts for persons (or organisations) from those countries, or they can under very strict circumstances and can be subject to requiring licences to have the account(s) operated.

Palestine is a cash-based society anyway...
