Hi Guys,
im after a bit of advice i have been charged for over parking £60 pay now
now i know i was parked 7 minutes over the time which i don't feel was that bad and would be happy to pay £2.30 for an additional 3 hours
but the dilemma is that it was a company lease car and they have paid the fine and charged me an extra £25 in admin fees
is there a chance i can at least claim back the £60 in anyway or write it off as bad experience

First of all check the contract.
Most refer to payment of statutory fines and charges only and do not have any provision for the payment of private parking charges. This is also contrary to the leasing companies trade association guidance which says that the lessor should provide the name of the lessee.

You'll have to tackle this with the lease company after carefully checking the T&Cs of your lease agreement.
Chances are it will talk about traffic violations, penalties and fines. But PE do not (nor cannot) issue these. What they have issued is a speculative invoice for an alleged 'debt' on a private car park.
Check those T&Cs.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Send an online appeal anyway to ParkingEye now, say that you are appealing and require a refund because the lease firm have paid it in error. You were the driver and they should have nominated you to appeal, which you are doing within the allowed timeline. Say that the charge was not equivalent to any pre-estimate of loss and that there was no grace period allowed for the time it took to queue and find a space, then finally to queue and leave. As such you want to take the matter to POPLA.
If it was a retail park and you were a customer with a receipt, attach that as evidence and mention it and that you know they have an agreement to cancel PCNs where it involves a genuine customer.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
