not yet, mainly because i wanted to get the appeal done before the reduced offer is removed. but i still havent sent the appeal off yet

If you've read the NEWBIES FAQ sticky thoroughly you would have realised the importance of not jumping in ahead of a NtK in the case of a windscreen ticket. You will destroy any protection you had as the keeper under PoFA 2012 by doing this.

You would also have realised that the 'discount' so kindly offered by the PPC is purely a pressure tactic to make the motorist jump to their drumbeat - and they've certainly made you jump!

If you want to spend another 30 minutes of your life, this time more productively, re-visit the NEWBIES FAQ sticky, read it thoroughly and WAIT FOR THE NTK!

Perhaps, as some proof you've read the sticky more thoroughly, please come back and tell us when you might receive the NtK - we'll be more confident then that you're understanding some of this stuff, and we'll be able to help you more effectively if you know something of what you're dealing with.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I've done my research, and know not to appeal untill i recive the NTK. its just that if i leave it and appeal later im going to lose out on the reduced offer even though i know i should'nt be paying it. if i wait for the ntk and then appeal and end up losing im stuck with a 100 fine apposed to 60. either way i cant afford to pay either 'fine' but 60 sounds better than 100.

No, if you wait for the NTK you increase your chances of winning and paying nothing at all. For clarification that means you will pay, zero, nix, zilch, nada.

If you appeal now you increase your chances of losing and having to pay.

Please believe the experts and follow the advice.

... and it is NOT a fine.

Bobby - you paid and all you did was put the ticket upside down. Is that worth £100 or even £60, which I am assuming the bargain low-price charge is?

So you have a choice - yours and only yours. Pay the scam "bargain" charge or take a chance with great odds that you will win.

Will you win? No money back guarantees but look at the POPLA DECISIONS thread at the top of the forum and seee what ordinary people can do with a bit of help.

Now, do the t&c of the parking ticket you bought or the signs clearly state how to display the ticket? Is there sufficient information on the reverse for the warden to see it was in force and valid?

So what you do is appeal sending a copy of the ticket (both sides) and demand that the PPC compare this with their operator's photograph and they will see that you had paid and were in time.

Point out that to do anything other than cancel would be a penalty , not for evading a parking charge, but for the ticket being upside down and that is definitely a penalty and, in law, they can not impose penalties for such minor transgressions on motorists. Of course, if there is insufficient information of exactly how to display the ticket, then adapt the above to reflect that.

Tell them that you would be more than happy to go to court, with the ticket as your evidence, plus all correspondence, to argue that there was no loss, you paid your parking fee, you offered the PPC a way to check that your appeal was in truth and they were being unreasonable.

Or, if you have more money than sense, pay!
