To pursue this you will really need to issue a Letter Before County Court Claim, followed by MCOL papers served on PE. Prospects of success with PE - minimal, and you should consider the Laws of Diminishing Returns.
Have a look at zzzLazyDaisy's thread encapsulated in Crabman's sticky of page 1 of the forum. Daisy is a retired solicitor, so it's good stuff.
