At age 17 OP should be on the voters roll.

As OP is only 17 NONE of the ideas suggested will work.
If OP has a medical condition for this they may open a youth account for a parent in branch if the parent is well known to the branch.
Until OP is 18 and gets a credit file and registers themselves on the electoral role nothing else will work.0 -
When opening an account with Santander for myself I applied online & then had to send copies of ID in the post. Was also the same when I opened an account for my daughter, also with Santander.
Do you have somebody who could take the post for you? You say you've not had any of your money so far since claiming so it sounds to me like you need somebody you can trust to take your post for you. Do you have any friends who visit you regularly that could take the post for you?0 -
