Well you have BT, Talk Talk and Virgin.
Only BT shares it's network with other ISPs and all those ISPs have to traffic through BT servers.

So I don't see how any ISP can say they have no filtering.

I had same problem on my surface pro with 8.1 which drove me nuts. Started off only affecting IE in that sites like bbc, google wouldn't load, then chrome started to do the same. Changed dns servers and still didn't fix it. Restarting helped but then different sites would be affected, only managed to resolve after reinstalling windows, I could ping sites fine and perform tracerts but over port 80 it randomly didn't load.

I'm also getting a problem on 8.1 with 2 tablets here and my pc at work where the wifi will randomly drop, then show no networks and only way to resolve is restarting. No virus or anything, but I've not been able to find the issue.
