You should appeal, placing a sign up is not a contract, also the 100+ cost of parking 10 minutes was not an agreement you made with them. On this very site there is an appeals docuement, go though it and send this off to them. You will always fail the first appeal, they are hoping you will back down. Dont weaken, go the next step too via appealing to popla.0

Thanks guys for the advice. I'll get a letter off tomorrow to BPA. Should I also send a letter to ANPR or wait to hear what BPA say?

Notice of Intent is NOT a Notice to Keeper, so the 56 days is irrelevant. (The NoI is just another debt collectors letter).
Don't contact ANPR again until the BPA have put a rocket up them and ANPR send you an appeal rejection with a POPLA code.0 -

They'd just jump ship to the IPC (after a waiting period ... PPCs can't change to a new ATA if they've been expelled from their previous ATA). In fact they'd jump ship before being expelled, to avoid this scenario.

Update. Have had a letter from ANPR finally replying to my copy of original letter. All it does is explain how their ticket works, and to tell me I have shot myself in the foot by confirming the car was there. They have included a POPLA code. Since that letter came a few days ago, I have now had a letter from Expedion acting on behalf of ANPR with draft court papers. Where do I find the draft letter for POPLA? Do I enclose a copy of that to Expedion?

Ignore Expedion, go to the Newbies thread for help with POPLA. There is no standard draft, you will need to tailor an existing POPLA appeal to your circumstances.0
