Black tar/gunge is not normally sheathing melting? Very likely (Cable Jointing Compound/ pitch) often black sometimes brown used to seal the cut out from water ingress. Normally at ends of incoming supply cable join onto head (bit with suppliers fuse in it) it’s not uncommon when loading is high or on hot days for it to weep run etc

There are a number of things they can do down rate fuse size e.g. if its 100a down to 80a 60 a etc, Replace cable (If the substance is hot and has a strange smell they'd treat as emergency) cost some will do so free some will charge as a new supply? most likely they’ll do nothing though
    ?
Where have toy obtained all this rubbish from?

It is evident there is a problem with the meter, the OP needS to contact you provider ASAP who will then send someone round urgently and swap the meter for free.
  • Sorted. Wife's reply: "So not an emergency. Oil was coming out of old gas box connector which is no longer in use. Oil came from old insulator which can leak wen heats up. He tightened a bolt. Was no risk of fire at all." Fact is if we didn't do anything your guaranteed it would have been a problem, plus peace of mind costs nowt. Thanks for all the advice and quick reply's, I do appreciate them.

Exactly why I said to get ion touch with the supplier.

At the end of the day, would you rather I alarmed you, or that I told you it was nothing and you burned in your sleep?

Now you know you can rest safe. :D

Plenty of sources for this info not your P.A. find it yourself… me worked in industry/ electrical /plumbing/heating donkey years
    I asked buzz lightyear :rotfl:
  • .... Still, how can oil leaking through an electric meter not count as a fire hazard?
  • For fire the conditions needed for this to happen in the installation as you describe it are very very very rare theory yes reality never seen it in over 30 years that includes working in petrochemical industry, oil rigs refineries globally you get Smoke point, Flash point, fire point etc each requires certain conditions cable etc would break down long before these were achieved
