OP, it's clear the seller hasn't cleared this properly or completed the necessary legalities, thus is entirely their own fault (or your fault since you can do this under CN22), not ParcelForce.
This is a massive s**t storm you've created over something that is not even Parcelforces fault!
On a side note from a technical standpoint, are you mad paying £200 quid for a hard drive? Plenty of hard drives I'm sure would have gone into the machine. As long as you get the capacity and spin rate (assuming it's mechanical and not SSD) you're not going to see a difference0 -
So basically the sender has to complete a customs declaration form CN22/23 in advance for the clearance to be done by the receiver, or does the receiver has to complete this form before the package arrives to UK???

It is because they had to ask for my permission if they wanted to do the clearance on my part when they just go on charge you afterwards. It's like I go and buy you lunch and then ask you to pay me for the launch and an extra fee for my work. I'm starting to believe everyone is a sheep here in UK..Legalized taxes, legalized surveillance, legalized control of the media..
As for the hard disk, i know what i'm buying. 1.5 TB 2.5" hard disk. I wanted to upgrade from 1Tb, but even though Samsung offers 2TB i'm just not going to fall into the same trap a second time..reliability is above all, and no-one touches Hitachi/HGST on that one.0 -
