    If AS DA staff do their job properly no-one could ever get away with a dodgy APG (well they could but anyone clever enough wouldn't bother).
    Thing is some staff are dim and/or lazy and/or corrupt, and/or untrained and/or bored.
    Even the supervisors/managers struggle to understand the system.

    It would/is simple for anyone to fake it but has been said many times when this crops up cctv everywhere, transaction times etc
