iPhone 5s - in Scotland - recommendations

Old iPhone 4 has broken down. Not tied into contract so going to get iPhone 5s and new contract.
Use around 200 mins per month and could do with 2 gb data.
Don't want a big up front fee for phone (under £50).
Any recommended deals around...also....currently on o2. Not in 4g area and 3G speeds are poor so thinking of changing network. Was thinking either three or ee - any thoughts?

Also to say in case it makes a difference. Use personal hotspot a lot so tethering important.0
