Cards like Halifax Clarity in the USA??

    No, I think you misunderstood.
    There is an annual fee and there is a cash withdrawal fee.

    So your cards do not charge an annual fee but that's not a big thing to rejoice about - because most cards anyway never charge an annual fee.

    These cards you actually pointed out - they do charge you a fee whenever you make a cash withdrawal - that's what I wanted to avoid. So PenFed and Andrews Credit Unions provide a good solution.

    Also from looking online in another forum (Flyertalk) Charles Schwb and State Farm provide DEBIT (not Credit) cards which are good for the same thing, but I personally prefer credit and not debit because it helps builds your credit in the US.

    No, I'm afraid these cards are not useful.
    Yes, indeed they mention there:

    No foreign transaction fees on card purchases made in a foreign country.

    BUT look here:
    http://www.us.hsbc.com/1/2/home/customer-service/sot-cc/irr

    For cash withdrawals they do charge:

    Either $10 or 4%, whichever is greater, will apply on each cash advance transaction.

    So yes, it's good for purchases but not for cash withdrawals, so it's not really worth it. You gotta read the small print. ;)
