Notification of compliance visit

My mum has been seeing her partner since april, he is a long distance lorry driver and also lives in his lorry, he did rent a room in a shared house but he didn't see the need for the room as he was only there a maximum of 2 days a week sometimes less.
He now lives and works full time in his wagon and comes to see my mum on a weekend, he doesn't pay any bills in my mums house maybe buys us all a takeaway on a saturday night.
He does have his letters sent here and his car insurance is also here.
My mum received a letter notifying of a local compliance visit (NOVEMBER 13th 2014).
"The compliance visit"
They advised my mum that they had evidence that her partner was living with her and they were a couple and john was just "working away"
My mum and her partner have spoken about living together, but my mum wants him to do less hours, he doesn't want to "move in" YET! My mum cares for my disabled brother, 24 hour care.
DWP on the visit told my mum they had evidence and could make the fraud investigation go away if she and her partner claimed as a couple, mum advised the dwp that he doesn't live or pay for the household. My mum has gone ahead and put his name on the benefits and he's gone off the rails, Please don't give relationship advice just constructive please :j
I don't see the evidence because he really doesn't live here Please help my mum is still stressed even though she is claiming as a couple. It wasn't even a interview under caution well the lady didn't say it was. HELP!!

Really, Well he has a fridge, cooker, tv. But he doesn't have room for personal items ? all he brings home with him is a big duffle bag.0

No she didn't say she would put him on the claim during the visit, and it's income related, The housing benefits didn't find issue. Just the DWP.0

If he is a long distance lorry driver, what claim has she put him on?0

if she loses her entitlement to income related benefit then the council will very quickly have an issue too0

The lorry is his home, his doctors is near the service yard where his lorry is, which is 40 miles away from my mums. Tax man is at his service yard.0
