the majority of western European banks have strict identity rules, so you will struggle to get an account with one solely online. we have accounts with the Rabo bank and ABN Amro in the Netherlands but we had to fly to the Netherlands and present our passports and sign a document in person. They would not accept scanned copies or notarised copies by post of the identification. Other banks are probably similar so would cost you a bit in travel just to arrange this.

Iv tried a few prepaid cards (orange cash, splash plastic...) but I need an account that doesn't use reference numbers to pay in, just account number and sort code.
I got the marker by paying in a fraudulent check someone gave to me without knowing the consequences. That was a year ago when I was stupid and wasn't thinking straight so please don't go on about that.

I recommend the following three sites, Pick which one would suit you best according to the fees.
All 3 sites are operated by Contis Card Solutions And give you a sort code and account number that can be used for benefits, wages or just general transfers etc.

£2 monthly fee, gets you £1.50 paypoint load, 0.75p withdrawal, and free future dated bank transfer normally takes 2 days to reach the other account.
I would pick this one best actually.

They ask for passport or driving licence number during sign up. But am sure you must have some sort of ID......

Stories such as this should perhaps be put at the top of the forum as a sticky. Banks are so important for modern life that excluding yourself from their services by committing a crime against (or through) them can be a life-changing decision.
I suspect that banks will get ever more cautious about offering services to people with a penchant for fraud, and the criminal may not realise that their "little" major crime might haunt them for decades to come.0 -
I don't think any UK bank will open up an account with CIFAS. Out of interest which bank placed CIFAS and how long ago?0

Not that it looks of much help to the OP, but there is indeed a proposal for an EU Directive which gives a right to a basic bank account.
I do hope that it never makes it to law. It is not right that any company should be forced to offer a service to someone who has defrauded them in the past (or defrauded any similar company, come to that).
If people started being completely frozen out of the financial systems for misdeeds, we'd probably see a lot less misdeeds being misdone.0 -

Did you read my entire post? I don't think anyone suggests that proven fraudsters should have a right to bank account.0 -

I did, and I'm not disagreeing with you, I just hope that non -one is given the right to a bank account. The idea that you can force a company to deal with you does not sit well.
If I owned a car rental firm, and someone kept bringing the cars back stinking of burning clutch, with mud caked deep into the mechanicals, and stinking of dope, then no-one should be able to force me to rent to that customer again. It should be the same with bank accounts. If someone is not the sort of customer that banks want, they should be allowed to talk to one-another, and share information on who clearly is not someone to do business with.0
