New Sainsbury's Mobile SIM - First Call PPI!!

Hello everyone, I kid you not! I just picked up a new Sainsbury mobile SIM card, put this in my iphone and added £10 PAYG credit. Just 5 minutes later I get my first call, and yes it was for PPI claims.
I wonder if these numbers are recycled or Sainsbury / SIM manufactures are selling numbers before they even get registered.
Perhaps they are that quick during registration of topping up the phone, I have no idea how they do it.

Recycled is the answer here as I deal in data and this crops up many times with people who receive marketing and say it is a brand new number that I have just registered/activated.

I have been using SB sim cards from April but i did not get any calls from PPI. But last week i had just put a new Lyca sim in my phone and did not even make any calls or give the number to anyone. and i got a call from +01196723345. I did not answerWhat happens if you push this button?0

Accident of timing, Pretty much every mobile number has been used already, all of them will be re-cycled to one extent or another.
Its entirely possible that the number has been called many times before , it just was in a store in the pack and so never connected.0
