    Does putting these labels on cars not then constitute "damage" of some sort, and could the person(s) who put them on not risk some penalties themselves?

    Yes, it is criminal damage if the labels are at all difficult to remove, but good luck getting the police to take an interest.

    That is somewhere where MCOL can be used to recoup the expense of getting in a specialist company to remove it. It only needs one person willing to take this route to prove a point and advertise the result well to put people off trying the label game.
