Pretty sure active means exactly that, they would have to have amounts coming out each month.

I asked what active meant and was told as long as they are 'open' and not cancelled.

Not sure if this makes it any clearer from Natwest:
It does not show 'active' Direct Debits (i.e. have been set-up, but not debited yet).
    from here:

Their still active even if they haven't paid out yet.

The Halifax Reward Current account states it needs 2 DD's that pay out but I can't find any mention on the Co-op site that they need to pay out.

    Hey Guys,

I am looking to switch to the Co-Op current account for the £100 switch incentive.

It says on the website that you need 2 'Active' direct debits, if I was to set up 2 mandates that wouldn't actually come out of the account, would these count or not? It doesn't make it terribly clear....

    Thanks in advance :-)

    Nath

According to their website it says you have to switch at least 2 active direct debits (which must remain active until the incentive is paid)

I don't think your proposal would be eligible, but you might be best contacting the bank and seeking their assurances :)

I fell foul of that second part as I'd not checked the full detailed T&Cs.

Two DDs were transferred, one DD got cancelled when I closed an account.

I didn't get the incentive payment so beware, make sure you keep 2 DDs running until the payment is received.
Remember the saying: if it looks too good to be true it almost certainly is.
