On 8th November 2014 parking charge was placed on car. Today, 12th Nov 2014 the 'keeper' of the vehicle received a letter saying, that the charge was issued on 8th October 2014.
"28 days have now elapsed since we last wrote to you and the parking charge remains unpaid. As we now have carried out some debt recovery checks the incurred costs of £20 is now added to the charge."
"You was observed parking Without a valid permit or authority and the driver is required by virtue of a relevant obligation to pay a parking charge, and so by parking he/she agreed to pay the charge of £100 under the terms of a relevant contract displayed on the said land."
"Note: If we have to issue Court proceedings, the Court may also add additional charges and costs."
Nothing more than shysters.

Yes they are. And clearly they cannot count 28 days from 8th November. But don't get angry, get your sweet revenge.
Bang in the standard template appeal as the Keeper (do not mention, or indicate who was driving) and get a POPLA code from them (if they don't cancel on seeing a forum appeal)

You then go to POPLA and cost them £27, and their trade body the BPA £100. A template appeal - adapted to your circustances - will see them off.

@OP - are you sure the windscreen ticket was issued on 8th November?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Yes Umkomaas, have the ticket in front of me. Wasn't me or my vehicle, a family friend. Basically they parked in a car park behind a row of shops that has always been free. Went into the card shop to buy cards and a helium balloon, the ticket was issued at 14.50, they paid for their items and immediately returned to their car at 14.56 as per receipt. Hence, the site mgr as he likes to be known (para 3) watched them park the car, get out with a toddler, then issued the PCN.
The warning notice as you drive into the car park faces inwards and not towards the driver, also signs are in small case, high up on walls and very long winded. The bays are numbered 1-17 and the bays that can be used free of charge (11-17) don't run in sequence, they are sporadically situated around the car park, so you have to study the signs for a good 10 mins and then find a bay that is a free bay.
I went today to take some photos, where I hasten to add that a white Corsa van appeared instantaneously, where the driver proceeded to try and intimidate me by placing his vehicle directly behind me and rev his engine. After taking the photos he demanded that I erase them from my phone or he would do it for me :rotfl:
When it was established that he wasn't the landowner, but worked for Jones Chapman I told him where he could shove his threat. Popping into Jones Chapman they were incensed that he had implied it was their car park and went out to tell him so. Didn't help that the lady I spoke to had been given a PCN when she attended work on Sunday.
The card shop tells me it belongs to the landlord Mason & Owen, hence I'll be phoning them tomorrow to establish this fact and hopefully get them to cancel the pcn.
Incidentally, the PCN and the letter have the same issue number.0 -
This entire story is shocking but sums up PPC World, utter shysters. This will be an amusing one for you to run by POPLA, bearing in mind they have got the DVLA data under false pretences a month earlier than is allowed under their KADOE contract.
You could always just email the DVLA and BPA and explain exactly the issues with the dates and show them what's happened here (without implying who was driving). It will likely be cancelled with some old excuse of an admin error when the DVLA and BPA ask questions. But the good thing is it sounds like a sanctionable issue under the BPA CoP as it's serious to get DVLA data too early - and we want firms like UKCPS to get sanction points.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please help!
I have been reading all the posts relating to UK CPS LTD.
I received a PCN for parking in a PARENT AND CHILD BAY, and I dont have a child. It was raining and I was in the store for 20 minutes. The parking is free for up to 2 hours.
Since when did it become illegal to park in a Parent and Child bay if you dont have children with you or a child seat in the car?
This is just a scam and considering its a fairly poor town one would think they would encourage all the support for business they could get?
Should I wait for the letters to flow in the door or should I start contesting straight away. I cant seem to find any by-law that states that its illegal to park in a Parent and child bay. Its not technically the same as a Disabled Bay.
Any advice appreciated

There are no bye-laws to say you can't park in a disabled bay either, and technically, on private property, it's exactly the same.
Read the NEWBIES sticky and if you need more help please start your own thread rather than hijacking someone else's.

The PCN was not left on my car at the time of the incident. It was posted onto the windscreen overnight on Saturday night which means they have already obtained the information about my car from the DVLA before the 28 days are up.
Surely this is illegal?0 -
