I need a new phone and would like to buy an iphone outright.
I like the 5s because it is a sensible size but would it make more sense to opt for the iphone 6 as it has better resale value? It's £69 more. Or would it be worth buying a higher GB 5s (32gb version) which is £499 but might have better resale value in a few years than a smaller capacity one.

I wouldn't worry about the value of a phone after 2 or 3 years use. Buy what suits you today, as it will drop in value once a new version appears next year and even more the year after. Also in 3 years the battery will need replacing, so you might want to factor in the replacement cost of a new battery (the iPhone has a non user changeable battery).
A more relevant consideration is the size, with the iPhone 5 you can pop it in your pocket and for my eyesight it's quite large enough. I have a 5, 16 GB version, (not the later 5s) and use it in a Griffin Survivor rubber edged semi-water proof case. I carry the phone in my shirt pocket and the rubber of the case stops it falling out if I lean forward. For what I use mine for, 16 GB is more than enough.
However, some users like larger phones, which is down to personal choice. If you want to mainly use it to browse the web then a larger screen is an advantage, equally a smaller screen is handy to pop in your pocket.0
