You could just text him and say that because you have heard nothing from him you will now need to go through your insurance company.

OP in the circs you need to give up and move on.
You cannot involve insurance in any way because of the implications of you "lying" to your new insurer.
If you press the third party there is always a chance he decides he needs to inform his own insurer (maybe thinking that as you won't let it lie you may be reporting the incident to either your or his insurer)0 -
I did take pictures of the damage on my mobile and accidentally took a picture of him standing next to my car with his car in the background.....just in case!
I called him last night and got no answer but he did then text straight back to say he was out of the country until Friday and will call me when back. Not sure why he is still responding to me but will see what happens.0 -

Even if there were, and there may well be a catch-all clause of treating your account details with care, then passing the sort code and account number to someone to make a payment would fall into the area of normal use. It's how direct to bank payments are made

There's a massive difference between sharing bank details with customers and suppliers and publishing your bank details in a national newspaper for purposes completely unrelated to receiving payment for services.
Publishing bank details in the way he did most certainly would not constitute 'normal use' or reasonable care.0
