    Hi Chris
From my experience, Halifax will deal with any initial correspondence it receives on your behalf from a CMC - SF in your case. The next point is key - Halifax will not respond to the CMC without a valid letter of authority signed by you authorising the Halifax to "deal" with the CMC.
IF you signed a valid letter of authority giving SF permission to act on your behalf in connection with the PPI attached to the credit product all that the Halifax would do is provide copies of any correspondence to SF. Halifax will not "deal" directly with the CMC. That's the Halifax's policy as I understand it.
One angle you may wish to pursue is around whether SF had your valid authority to deal with the Halifax. So I suggest you give the Halifax a call and ask them if they hold a valid letter of authority from yourself to SF.
If the answer from Halifax is YES - they hold a valid letter of authority from you and they sent copies of correspondence to SF then I'm afraid there's little more to do other than be pleased that you have a little of something rather than a lot of nothing :)
If Halifax say that SF did not provide them with a valid letter of authority from yourself I believe this puts you in a stronger position to a least negotiate a lower fee or, at best, refuse to pay then on the grounds they did not obtain your authority to enable Halifax to dealt with SF about your PPI complaint and subsequently SF could not have provided their services i.e. to act on your behalf.
    I don't have a view per se whether CMCs are a good/not good -
