More likely than a clone is that it's a simple number plate misread. This is particularly common for human-create Notices to Driver (on the windscreen). They probably failed to check the photos of the car against the ticket to see their error, and the wheels just ground on.
If you have (clear) photos, can you check the reg number on them?0 -

I am writing an email at the moment asking for proof and also asking if the car park on junction street is in the UK. Reg been cloned, and I always thought that happened to other folk. Oh well, I'll see what they have to say about the email.

It is Excel who are making the allegation and they believe they have all they need to prove things - hence their demands. The chances of your number having been cloned - on the basis of Excel's ANPR cameras is about as great as winning the lottery. I'd bet a pound to a pinch that the reality is that the relevant number has been misread by the software and yours has been spat out.
Asking them to provide "evidence" is to give them far too much credence and plays into their hands. Tell them to take a hike. Something along the lines of:Excel Parking

I refer to the above notice that you allege was due as the result of the vehicle detailed being present in a private car park in a Junction Street in some unspecified location on 1 November 2014.

In light of this might I suggest that you withdraw your unfounded and unreasonable demand forthwith. However, you should be aware that if you persist in your demands and I am obliged as a consequence to research and prepare an appeal to the independent appeals body then you agree to reimburse me for my time and such other reasonable expenses as I may incur in preparing that appeal. Acceptance of this offer will be determined by performance.

More likely a shaky-handed patroller getting all excited that he'd just met his weekly target of PCNs issued and transcribed the VRM either illegibly or incorrectly.Please note, we are not a legal advice forum. Thanks U - my bad. Cancel the reference to ANPR but the suggested letter is still valid. Cloning is rare but - thanks to the likes of Excel - has become something of an urban myth. As I have no idea where this so called Junction Street car park is, UK or worldwide, and they have not specified any particular area in the UK or worldwide as to where it is I guess they must be guessing or trying it on. There was no ticket given out as the car in question wasn't anywhere near this Junction Street, where ever it is. I have sent an email asking for the precise area in the UK or worldwide and asked for photo evidence and also a copy of the issued ticket. As they don't mention the make or colour of the car I guess they ain't got a clue so I'll wait their response. I'll also get in touch with the DVLA as a precaution about being cloned or not. Abit scary but I'll sleep tonight :-)

By all means contact DVLA however a misread (human or otherwise) is a far more likely scenario than cloning. If you have not recently suffered a string of otherwise unexpected speeding tickets or other such issues then it is almost certainly not cloning.
