By no means. However, in order to give the fullest advice we really do need to know more about the tenancy agreement side of things and the details of the other PCN's.

A POPLA code will only relate to a single incident.
My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com

Meanwhile they should write to the BPA and ask if the charge of 120 is authorised as normally the charge must be 100 unless per agreed with the BPA

Yes but you will tell them NOT to pay I hope? NOT to even think about it, never mind the letters!

Hi.updated info. There is nothing on my friends tenancy agreement to say about parking. They were told by their landlord that they have a numbered parking space. When they received their first charge (17th Aug),they were told by Parking Ticketing Ltd that they needed to provide a copy of their Tenancy Agreement as well as a copy of their residents permit. In the meantime they received 2 more charge notices dated 4 Sept & 11 Sept.Their Housing Agency dragged their feet eventually giving them a permit around the middle of Oct.They sent a copy to the parking firm. The parking firm denied receiving it,to which they resent it and have a receipt dated 01/11/2014. On 4th November they received a letter from PCS saying their client refused the appeal. My friends said they appealed 2 times about this ticket. The letter states that the appeal period for this charge (04/09) is now over. The original charge was for £100 but PCS want £120 by 18th Nov or else they will recommend court action. On the same day(4th Nov)they sent a letter stating the same thing but for the charge accrued on 04/09/2014.The first charge is addressed to the keeper and driver of the car but the second charge 04/09/2014 is addressed to her husband who is on the Tenancy Agreement,Car Insurance but is Not the keeper or driver. Both letters are dated 04/11/2014........what's the next step? Are they able to charge another £20 if the original charge is for £100.

I read somewhere on their paperwork that the appeal period to appeal to POPLA has expired. They did have POPLA forms attached to their paperwork sent from PCS.Can they still appeal or is it too late?

No it's too late for POPLA if the letters made it clear it was an option and gave the POPLA verification 10 digit code, if those codes have now expired (sent more than 28 days ago?). No biggie, just puts them back to following the 'old advice' from the pre-POPLA years, where we always just ignored all the debt collector letters.
the second charge 04/09/2014 is addressed to her husband who is on the Tenancy Agreement,Car Insurance but is Not the keeper or driver.
That's most amusing seeing as the husband isn't touchable at all! If he gets debt collector letters from DRP and Zenith, it's nothing, just keep them! Same goes for the other charge, just collect the letters. Like we did for a decade before POPLA was introduced (they missed a trick that's all).

Doesn't matter if the charge ends up being quoted as £500 it's still not payable! This is a scam. There are no steps needed except to keep the letters just in case the PPC starts a small claim in which case we help with defences for those (very rare).
