Seeking some informed advice please

I am a newbie to appealing parking notices. I am dealing with a matter in behalf of some friends. Need some urgent help please. They rent privately from a private landlord. Their parking permits ran out and they requested new permits to park their car on the public road outside their property. Although promised their permits did not arrive in good time. The Housing Agency delayed in sending them on. In the meantime they received 3 separate parking penalty notices each £120. (This was in August through to September).They appealed the first notice but their appeal was refused. No reason provided. They have been told that their time frame to appeal has expired and they have to pay up by 18th Nov or else court proceedings will follow. The company is called PCS. The signs were clearly visible but it is a public road (although the signs said the parking bays are private property parking for residents only).
As they asked the Housing Agency to provide their permits and it was their delay that caused the issue,I have advised them to take the matter up with them asap. I really don't want to waste their time or take any chances with them getting into more trouble but hate to see them ripped off. Any suggestions?

It is reasonably likely that your friends have a provision in their lease/tenancy agreement that covers parking although Housing Associations do not always provide parking. They should check that straight away.
Secondly, it would help to know who the company who issued the PCN was. Although you have suggested that it is PCS this may well refer to Parking Collection Services which is simply a back office service used by a number of different parking companies. Could you confirm exactly which company it is?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Just adding some more relevant info. The company is called Parking collection Services. They sent the notice to the registered keeper. There is no word fine or penalty on the notice.0

@Mat hev - Please see my note above regarding PCS. Parking Collection Services are simply a back-office operation used by a number of parking companies. They will not be the company that issued the original notice. Were the original notices stuck on the windscreen or sent by post? In either instance, if the notices are to be compliant they should identify who the creditor is. What do the notices/letters say as far as that is concerned? Is there any other detail on their various letters that indicates who the original issuer was?
It would also help to know, if the notices were sent by post (as opposed to a windscreen notice) how long after the supposed incidents the notices arrived.
If your friends rent privately then there remains the possibility that there is some provision for parking in their lease/tenancy agreement. To be able to give specific rather thjan generic advice we need to know whether it does or does not.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

My friends do not know the parking company involved but there is nothing written in their tenancy agreement about needing a permit to park. They were told they had a parking space and there would be no problems.0

The only other firm my friends have said is "Parking Ticketing Ltd". Is this the company?0

The original notice was on their car windscreen. When they appealed they received a letter through the post.0

If Parking Ticketing Ltd is the company mentioned on the notices on site then in all likelihood that is the company concerned. A BPA member.
Your friends' yenancy agreement may not mention there being any requirement to use a permit but what does it say about about parking? Does their tenancy agreement say that a parking spoace is provided or what?
With respect, life would be easier were your friends to post themselves once they had read through the newbie's sticky - which I am assuming you too have read. I have checked their POPLA code with parking cowboys. It is genuine and it says that they missed the deadline to appeal. Their deadline passed 37 days ago Is this the end of the road?0
