voicemail/call divert

Hi,
I'm UK based but due to be working in Qatar from January for 1-3 years.
As I'm self employed, I want to keep in touch with any UK contacts. Therefore, I'd like to keep my UK mobile phone number. In addition, is there any phone provider that allows a personal message when the phone is switched off, whilst the voicemail is disabled (my Virgin deal doesn't allow this)? Ideally a pay as you go package, so I can keep the costs down? Otherwise, would it be extremely expensive to divert calls to a Qatari mobile?

Orange used to allow you to set voicemail with a greeting but not allow a message to be left.
I'm not sure if that is still the case since the EE debacle.0 -

Hullomail will allow you to divert all calls to voicemail, and you can access your voice mails via a website.0
