Parking Ticketing Limited

I'm helping someone appeal a windscreen ticket issued by Parking Ticketing Limited (PTL)... just wanted to gauge opinion on whether I should be waiting for NTK, or whether the NTK is unlikely to appear and I should go straight for keeper appeal to PPC?
They're not on the 'small company' list, but I've never heard of them!

Ok, I've now managed to find that they do send NTKs, so advice should be to hold out for the NTK (especially as no ref. to POFA!)

We don't hear a lot about them either. Wait for NtK, should arrive between days 29 - 56 after the parking event. Spend the intervening time reading up on the NEWBIES FAQ sticky. BPA AOS member, so access to POPLA, winning shouldn't be a problem.Please note, we are not a legal advice forum. Yep, I currently have my own PE case stayed pending Beavis, so well read on POPLA etc. Just need to brush up on the details of process depending on the nuances

NTK now arrived spot on time.
All looks fairly compliant - except it doesn't explicitly identify the creditor, only the 'client' (windscreen ticket was Parking Ticketing Limited, NTK is from Parking Collection Services).
I would hazard a guess that PTL is not the landowner and therefore the creditor has probably not been identified at all (this is a residential parking area - my Sis was visiting a friend). But can I use this yet? (I'm thinking it's simply one for the file just now).
I think an edited version of the template from C-M is the best way forward now, am I ok using the online service only?0 -
Yep, you now need to get your initial appeal in to them. We don't see much from this lot, so it will be interesting to see how they react to the forum-based initial appeal from the sticky.
Whilst the initial appeal will state that the NtK is not PoFA compliant (few ever are), save the detailed analysis for any POPLA appeal.

All comms to be directed to PCS at the moment. Online portal is PCS and snail-mail address is PCS. Client is PTL (this is the closest it comes to identifying creditor).
I shall modify the forum based appeal and submit to PCS via the portal today.0 -

Grrr, they've now avoided providing a POPLA code.
'Notice of Liability' received, dated 06/01/14. Informs that since neither driver identity nor full payment have been provided by the keeper, keeper is now liable to pay charge. No mention of right to appeal! Payment should now be made (payment options provided), and if no payment within 14 days, then the account may be passed to debt recovery and more costs may be added.
Do I need to post the response? My question now is what next?
Re-submit appeal?
Write to PCS insisting POPLA code and including previous appeal?
Complain to BPA?
All of the above?

Email (if you can) PCS and tell them to either accept your appeal, or reject it and give you a POPLA code. Tell them also that you have complained to the BPA about their actions and breach of the code of practice. if you need to write then do so (with free proof of posting again).
And email a complaint to S Clark at the BPA (details in NEWBIES thread), with copies of the documentation (NtK, appeal, PCS letter that breachs the CoP).0 -
False alarm - email also received with POPLA code. Back on track!
Is it worth also complaining to BPA?0
