Parking Eye - Queens Hospital, Burton

Hi all


I received a PCN today from Parking Eye for "remaining longer than the stay authorised or without authorisation in the hospitals drop off area." and notified under paragraph 9 (2)(b) - inform the keeper that the driver is required to pay parking charges in respect of the specified period of parking and that the parking charges have not been paid in full


Time in area: 0 hours 31 minutes
Arrival - 17:39:12
Departure - 18:10:36


Now, the only reason the departure was delayed was because three ambulances were parked and two abreast were blocking the exit at A & E and thought to pull out from the bay would impede any arriving ambulance.


I also paid for parking two minutes after the departure time once the ambulances had vacated (18:12) and whilst the receipt (typically) has disappeared, the hospital confirmed the required ticket had been purchased and Parking Eye would also be able to see this information. In this case the minimum is up to two hours at a cost of £2.


The hospital has a 'pay on exit' scheme whereby you note your time of arrival and pay accordingly for the time stayed.


Is it worth appealing and if so, how would you word it? I have seen the templates but am not sure if they would suit this situation.


I need to re-check the signage as well in the area.

  • Appeal, certainly. This hospital has the worst possible parking regime possible, deliberately there to entrap people. While you are at it, complain bitterly to the Chief Exec of the trust, and tell (not ask) her to sort out this mess of her own creation, and ask her why she is still allowing Parking Eye to prey on the vulnerable when the scheme SHE is responsible for has been shown to be unfair. Personally I think she is not fit for purpose and should be fired.
  • Read and understand the NEWBIES thread and you will soon learn that mitigating circumstances however genuine cut no ice with PE.
    However they may do with the estates manager at the hospital trust.

    So you have two appeal letters both should be written as the keeper not stating who was driving. The trust letter may use the mitigating factors but the first appeal to PE should be as the NEWBIES thread using the latest appeal format.

    PE look to be cancelling PCN's when they see this forum first appeal letter. However the second appeal to POPLA will win anyway.

    ParkingEye have commenced action against the parent of a seriously ill child. As if the family do not have enough to worry about, they are being pursued for a substantial amount by the heartless money grabbers at ParkingEye.

    Thanks so far. I did ask the hospital for some kind of printed record of the ticket purchase but apparently unable to as it contains other vehicle registrations and comes under Data protection.


    What concerns me is being unable to attach any sort of receipt to the online appeal.


    Also, what happens once I start the appeal and I do not hear back once the discounted 14 days are up?
  • Don't worry about the discount because if you follow what has been stated you will pay nothing at all = £0.00.

    Forget any excuses you and most other people would think are relevant and follow the wording in the NEWBIES initial appeal to PE.

    Do this and you will extract yourself from this nasty process which PE and the Trust put you through.

    I am not sure if it has any relevance, but Parking Eye have recently taken over the parking at Barnet Hospital. I understand their Estates department have folders full of complaints!

    I am aware of a number of tickets that have been cancelled.
