New ruling.. Am I now due compensation?

Hi all,
Having previously attempted to claim compensation from .....Airline, I was rejected (after several letters) with the excuse of "technical fault due to fan blade damage"
Under the recent new ruling, Would I now be due compensation??
Are airlines now unable to claim "extraordinary circumstances" to worm their way out of it?
I hope so. I feel being delayed over 20 hours! and missing a day/night stay in our hotel in Calgary is due more than a pathetic letter of apology...
