    Damn! Have to change my paper license to a new photocard but still have to pay £20.

    There have been a few posts on here over the last weeks about this - hence the reason I am waiting until tomorrow to order my daughters provisional :)

    Without a change of details theses no reason for him to change from paper to card.

    Actually you are wrong.

    In 2015 everybody who still owns a paper license will have to upgrade to a photo-card license.

    Then the £20 charge will still be charged to me.

    I have always thought that is a bum deal. Penalizing people who don't move with a £20 cost, whilst the people who do move, get the changes done for free every time they move address.

    Maybe the MSE site might tell us the news about this in early 2016!
