Surely in that scenario, B won't get a V5C in their name until they've sent in their "new keeper" section of the form? As I understand it (and it's ages since I bought or sold a car, so I might be wrong) the old keeper sends off most of the V5C to DVLA to inform them they have sold the car, but the new V5C isn't sent to the new keeper until the new keeper sends in their small section of the old V5C. That is - the new keeper sending in their part is what triggers the new V5C, not the old keeper returning theirs. That only marks it as 'no registered keeper'.0

The old keeper sending the V5C in, with the new keeper's details on, is what triggers the new V5C.
The only way a car'll get "No known keeper" is if the V5C goes AWOL in the post, the new keeper doesn't chase it, and the old keeper then says "Umm, I've not received confirmation - but, no, I don't have the new guy's details".0 -
Oh, OK. I have no experience of doing it "wrong" so I can't argue with that. But it sounds daft to me, and surely 'my' way would prevent the scenario you describe, or at least make 'B' go and pay to apply for a new V5 if he wanted one without sending in the new keeper section.0

AdrianC is quite correct - he usually is - the seller returns half the V5C (thats sections 1 to 7) to the DVLA and the new V5C is sent to the person named in section 6.
Sections 9, 11, and 12 can be binned - and the new keeper gets only section 10 - that's called V5C/2
On section10 it clearly states:
To be kept by the new keeper. Do not return to DVLA.
and also says:
This will not produce a Registration Certificate.
This has been the correct procedure for quite some time.0
