I live 3 miles from the nearest telephone exchange so my speed is terrible. What is the procedure for requesting fibre optic in my area and is it possible to pay for the installation of the lines myself, however costly it may be?

You should check with BT Openreach to find out when/if they are planning Fibre to the Cabinet (FTTC) in your area. If not soon, you could possibly pay for Fibre to the Premises (FTTP) but this is likely to cost tens of thousands of pounds. I live a similar distance from the exchange. The exchange is fibre enabled but our cabinet is not. BTO were willing to upgrade it to FTTC if the residents paid roughly £35,000.0
