Yes. Your flat mate is watching live TV.
Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.
  • well doesn't he claim this as a second home then, as i do not see why i have to pay when he already pays elsewhere.

You don't have to pay - he does, but only if he is streaming live tv as it is broadcast (or the watch-from-the-beginning almost live option.) If he is only streaming catch-up stuff he doesn't.

But you are liable for the bill if he does need to pay for a license. Plus, stupidly, if he streams it in his bedroom as well as the living room/kitchen then you need two licenses!

No -- he doesn't need a licence if he has a licence for his main home and is watching Sky using a battery powered device. (i.e. the charger has to be unplugged for it to be legal).

If he has no licence at his main address, then either you or he need to buy one.
