EE: Texts to a 07978 xxxxxx numbers not included in unlimited texts bundle?

I have an unlimited text bundle with EE as part of my monthly contract. It appears that EE are slippery over the definition of "unlimited" texts in that they charge for texts to 07978 xxxxxx numbers.

I've looked on their web page and they say that texts and calls to "international" numbers are excluded, but I did not realise that 07978 was an international number. The number range is described by Ofcom as used for "mobile services".

ps EE did refund the charges when I complained, but they said that they only included calls to UK "major" networks in their "unlimited" bundles without saying who are the "major" networks are or provide a list of codes excluded? Indeed their web page does not mention this restriction!
