In Manchester (and Salford, Oldham, Ashton, Rochdale, etc) ANY on-street parking bay, unless clearly marked as time limited but thee are very of these, is free and not time restricted as long as you display a blue badge. It doesn't just apply to those bays marked as disabled.
Most car parks in Manchester offer no discount for disabled badge holders. In fact out of those I have mentioned only Rochdale offers significant discount/free parking in car parks.[SIZE=-1]To equate judgement and wisdom with occupation is at best . . . insulting.

All normal on street parking bays are free for blue badge holders as this is a national consession which can't be changed by LAs.0

You must check with local council as payment rules in car parks do vary even within same council area. Some disabled bays on street may be time limited. Double yellow lines is for 3 hrs (use clock) subject to specific rules like no dropped kerb, not blocking junction & stuff like that. Sometimes in some council areas you are better off actually parking on dble yellow for up to 3 hrs then move car as it's a public road & park elsewhere on same road on dble yellow if you can as opposed to paying for parking. You can park in any disabled space on street if you show your badge, even if it looks like it's allocated to a specific house as it's outside their property.0

But watch for residents parking permits. My authority does not allow you to use these but pop up the road into neighbouring authority and you can. I Am going out today to Manchester for the first time since being awarded a blue disabled badge. I will be in Manchester from around 11.30 till around 3.30pm I am aware my badge only covers me for 3 hours and my question is could I pay for say the first hour and leave my badge in car from 12.30 for the 3 hours remaining? Is that allowed or not. I have only used my badge once and it was only for an hour

In Manchester it is free for blue badge holders to park in council controlled parking bays and there is no time restriction. You do not need to display the clock in these bays.
Similarly in Manchester in Disabled Only parking pays you can park for as long as you want and you do not need to display the clock.
UNLESS IT SAYS OTHERWISE AT ANY PARTICULAR PARKING SPOT.
In Manchester you can park on double yellow or single yellow lines for upto 3 hours. You must display both badge and clock, showing your time of arrival. You cannot park anywhere where there are yellow blips on the pavement.0
