I have had my plusnet broadband activated today and my speed is 11mb and the package is broadband unlimited. My question is do they moniter the first months usage and decide if you are a heavy user or a light user and if you are a heavy user they may turn down your speed ie from 11mb to 5mb.

In a word no your speed is dependant upon your line quality .0 -

It all dependant up on your line quality, Exchange and if its in the evening sometimes my speed is little down coz to many people using at the same timeWhat happens if you push this button?0 -
It will go up and down a bit in the first month as they will try to get you the best stable speed. However they will not cut your speed down just because you are a heavy user.0

Heavy users used to get reduced bandwidth during peak times, but you still get full speed after midnight.
There is also traffic shaping, which is just bandwidth allocation by another name.
On the other hand, curing Ebola by sleeping with virgins is definitely not true.0
