G24 ignored my appeal

I recieved the following response from BPA today, despite explaining to them that I had in fact appealed and they ignored the appeal they still replied in favour of G24s terms. What is the best action for me to take please?
Is it legally right to put a deadline for appeal, in my case I was away on holiday and made the appeal the night I returned and could not have done it any sooner.
BPA:
I have received a communication back from G24 regarding your complaint.
They state that the reason that you only received the option to pay when you made your appeal on the 30th August is because you were outside the stipulated 28 days to appeal timeframe. This would have been illustrated on the original parking charge notice that you received.
The options open now are:
Pay the PCN
Not pay and potentially risk court (small claims court)
As it stands, there has been no breach of our Code of Practice by G24 in this case.0 -
Ahhh .... I'm guessing those so called 'options' are from the BPA ? Still lying and protecting even an ex-member !

You'll get a few threatening letters but I advice is start ignoring them from now on. If on some off chance you do decide to contact them ( personally I'd rather chew my left leg off and call myself Mildred than speak to them ) then please ask them where the THREE sets of court papers they promised Hot Bring are.

They can say what they like, this isn't a real fine so 'legal' doesn't come into it. This is an invoice and you can safely ignore it, like you would a phishing email, even when you get the silly DRP and Zenith debt collector letters. There was no appeal just 2 years ago and people have ignored these letters for a decade.
