If you don't want to tell us what happened without the waffle how do you expect anyone to be able to help you. Your posts are worded in a way that makes it very hard for anyone to actually understand what the situation is.

The only real chance you have is to let us know what were the specific changes made to the tickets by the airline, you may be entitled to cancel those tickets if the changes warrant it.
If you can't provide specifics we can only guess what the actual situation is0 -
I don't think there is a lot more to add, would only suggest that your best chance of a refund is if the change that BA made does give you right of cancellation. If you are having trouble establishing this with Budgetair.co.uk, you could try calling BA again and asking them if their change would have given you right of cancellation without penalty on a direct booking with them (with same ticket conditions). If so, you can go back to budgetair with this info, as BA will not charge them either in this instance.
Otherwise, you are a bit stuck I'm afraid. It may not seem fair that BA does not allow name changes, but non-refundable fares have been like that for several years now, as I and others said above, you pay a lot more on the original ticket to gain that sort of flexibility.

Three posts and you haven't made mention of the schedule changes made by BA.
You write that you don't want an Agony Aunt, but your post tell us the opposite.
We need facts.
The schedule change information could be important, but you deliberately omit it.
If it is substantial(perhaps three hours or more) BA may refund the ticket. Budget Air should then refund you, perhaps minus any Admin charge listed in their T&C.

1. You have no say in BA reselling your seat. They might have even done so already. They sell more seats per plane than they actually have on the assumption that some won't turn up. If they allowed you to change the name and that flight ends up being overbooked, BA have "lost".
2. Tough. You gambled that nothing bad would happen and it did.
3. You are clearly clueless as to how these things work, I am not. If you want advice on this matter then you have to say EXACTLY what the issue is. How on earth could anyone possibly give you accurate advice when they don't know what happened?
