Mouse and keyboard lag

Windows 7 64 bit. It is not the wireless mouse because it has always worked and seems to happen when on Google. I did a system restore (which failed) and the problem had gone. used Spotify later on and the problem is back. Opened Google and again the problem back. Last time I did a failed system restore it worked for a short time only to creep back again.
Nothing else is using anything except 99% system ide in task manager.

Ok, this stopped for a few days and is now back. This is the intermittent pattern I keep getting. Youtube is the worst for it. Severe, almost frozen mouse movement until everything is loaded. Then other days youtube works normally.
Anyone please ?0
