BG- still no bill for electricity nearly 12 months later!

A friend of mine is having some issues with British Gas. His flatmate moved out of the apartment in November last year, and so he tried to transfer all the utility accounts into his name. Upon contacting BG, they confirmed that the account had been settled by his flatmate and thus they could not simply transfer the account into his name, he would have to open new accounts. He agreed to do so and advised them to keep all account details/set up exactly the same as it was previously.
First bill arrives and it contained the gas bill but no electricity on there. He called them up to complain and was told that no account had been created for electricity but they would do so there and then.
Second bill arrives and exactly the same issue, gas but no electricity. Again, he calls them and was told the exact same response: no account had been created for electricity but they would do so there and then.
Third bill arrives, and low and behold, the same issue. This time he was told that as they didn't have an opening meter reading, they couldn't open an account for him. Despite the fact that they confirmed when trying to open the account for the first time that his ex-flatmates account was settled. So realistically, the closing balance for that account should be the opening balance for this account right? But no, they insisted on getting a meter reading. But as he is in a block of flats, there was no way to distinguish which meter reading was his which he communicated to them whilst on the phone. They asked him to turn all of his electricity off to be able to find out which was his meter. Long story short he asked them to send a meter reader out instead.
Fourth bill arrives and still no electricity! He is at the end of his teather and is wondering what else he could do to set up his account and get an actual bill!
