What's the difference between a technical issue and a operational decision?
Also if a flight is delayed and you was told 7 days before about the delay when you had just arrived at your hotel, is there still a claim for compensation?

I would refer you to the excellent download by the honourable Lord Vauban, which answers all your questions.
But in brief a technical issue generally refers to something going wrong with the plane - such as a fluid leak, engine problem, aircon defect etc - operational decision might included such things as the airline choosing to use your alloted aircraft to do some other duty and so delay or cancel your flight. Or crew being out of hours because the airlines insist on running the legal determined hours to the limit.
A flight delay you are informed about 7 days before its departure dte/time is due compensation under reg 261/2004, if the delay/distance traveled qualifies the flight.If you're new. read The FAQ and Vauban's Guide

Operation Delays:- When airlines calls operational delay it means that something other than the mechanical problem, weather or ATC delays, crew shortage, pilot illness etc are the reason of operational delays.
Technical Problem:- Technical Error refers to something wrong with the plane such as engine problem, means any problem related to airlines.0
