Defo appeal to Popla and use the stuff Coupon Mad has directed you to. Mitigating circumstances will be pointless. You need to use the regulations and laws that the PPCs have to abide by.
You might also like some light reading to know what the BPA have told their members and thus will know if the PPC has told you BS. See here. This is the Feb 2014 version and contains the POFA 2012 schedule 4 info. Additionally you'll find Appendix E useful. If the PPC has told you BS and you can produce evidence for it, do complain to the BPA and the DVLA + CC the PPC into your email.**********************************************

Having read the newbie sticky, I know I have shot myself in the foot by admitting I was the driver in the appeal. My appeal was purely based on mitigating circumstances - call me naive and dumb - it was my first parking appeal.
I know my appeal letter is not great but I have less than 14 days to either pay or appeal, hence the rushed job.
Can my situation be salvaged?0 -

BTW you need to urgently white out yr address details etc. It is very visible in your photos (despite using a pen to go over it). Use Paint or photo editor or something to totally wipe out any information that says it is you.**********************************************
