All passports are delivered by courier. Depending on where you live, the courier sends them out by RM special delivery. Documents and old cancelled passports are sent by 2nd class mail unless the courier fee of £3 is paid. Courier doesn't generally ask for a signature.
Phone the Courier on08702773333. And explain that there should be two deliveries to your address.

Funny that, my son's new passport came by normal post this morning. No courier, no RM SD, just popped through with the rest of the mail.

The old passport that was delivered had RM stamp and sticker but has track no. with DXsecure. No track no's for any other passport. Still no new passport. Been asked to just wait 3-5 days whilst the passport ppl check. It's taking an age!!

Yes, I was sitting in the kitchen at the time (the kitchen looks out on to the front door).

They do(or at least did) in areas deemed high risk.

What I meant was that the courier wouldn't decide that it would be the Passport Agency that would decide to send it Special Delivery?

Hopefully security of passports will be tightened in light of Terror alerts across Europe etc.
Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. If they wanted morality or the view of the IoD or Bank they'd ask them.

The courier uses Royal Mail for remote areas that is doesn't deliver to.
