we rent the property through a letting agent who we have contacted this afternoon, we have also contacted the council who said environmental health will be in touch with us ...
...is there anything we can do with regards to witholding the rent until the issue is resolved?
You've only just contacted the agent, the LL has had no opportunity to respond yet, and you've already involved environmental health, and are already talking about witholding the rent?
Somehow I don't think your landlord will be too happy.0 -

The LL may not be happy.
But I would say the main issue here is whether this loft room is legally a bedroom or not...?
Tenant probably will not know when the house was altered.
That's why I would query it with letting agent / Shelter ASAP.
Whenever it was built, it sounds to me as if this house needs to be properly insulated.
It either needs specialist loft conversion insulation or the room needs to be returned to its loft function. (ie insulation rolled out over the loft room floor.)
I am very suspicious this is a cowboy LL....0
