We don't even know that - this is an unsubstantiated report.
If they do anything there will be a consultation. Nothing has been announced to date. Far better to offer constructive comments when this happens (anyone is free to submit observations to consultations), than for people (the OP) to scaremonger without
having any facts.

DLA/PIP are universal benefits and as such, a lot of claimants doe have substantial incomes.
the fact that it isnt means tested is a good thing, but we do need to enusre that those in most need are the ones that benefit from it the most

There's a vast difference between being means tested and taxable.0

means tested means over 16 k and you get NOTHING
tavable means over 10k and you get taxed at 20%
you still receive 80% wgich is a whole lot more than NOTHING

The only way I can see it being done is via changes to the tax code of those with incomes over 'x' amount, with x being whatever IBS decided is a high income.
Now, having experienced first hand the shambles that the Governmet made of the Child Benefit claw back process when it was introduced last year (I work for HMRC), there will be similar problems should a similar system be introduced for DLA/PIP, especially for those who creep over the threshold unexpectedly.
It would be far easier, cheaper and less problematic for all (assuming that this does become a policy) to simply means test DLA/PIP.
you are complicating it some what.all that they have to do is make dla/pip a taxable income,most people on other taxable benefits would still pay no tax,for those in work it could easily be handled as PAYE0 -

dla/pip are far more complicated than being universal,there are no truly universal benefits now0
