It appears that Paypal are a bit coy about publishing their exchange rates - however, it does say in the bit that I found that the rate includes a conversion fee:

If you receive a payment in a currency you do not hold, the payment will show as ‘Unclaimed’. You will see options to ‘Accept’ or ‘Refuse’ the payment.

When you click on the ‘Accept’ button you will be given three options:
    • Accept the payment and convert it to your primary balance currency (usually British Pounds)
    • Accept the payment and open a secondary balance in that currency
    • Deny the payment and return it to the sender
If you choose to accept the payment and convert it to your primary balance, the currency conversion will be completed at a retail foreign exchange rate, which is adjusted regularly based on market conditions and may differ from the rates that you may see in the media. This rate includes a 2.5% conversion fee.

Effectively, the customer being right will cost you an additional set of fees.

your customer is either smart and is screwing you for the currency conversion fees, or is dumb and doesn't understand that he can make a payment in pounds sterling even though his p/pal account is in euros.
Is 10 or 15 quid worth the hassle and argument, or are your margins that tight that it wipes out your profit?
