    Hello Fm -
Plenty of meat if you google Parking Eye Churchill Way Leyland:

This FOI request to South Ribble may have been subject to update, re:answers showing landowner had not applied for pp with regard to ANPR cameras[as at Jan 2014]
    https://www.whatdotheyknow.com/request/churchill_way_retail_park

Apart from several mse Threads to follow, esp. look at this from PP:

    http://www.parking-prankster.com/court-cases-2014.html

3JD02357 ParkingEye v Gosnold. (High Wycombe 23/01/2014). District Judge Devlin. Wembley Retail Park. The judge agreed the landowner witness statement from Workman LLP was worthless. The LPC Law representative produced a heavily redacted version of the contract which the judge decided did not satisfy the 'relevant contract' provision of PoFa 2012 sch 4. The judge decided he did not need to rule whether Jonathan Langham's statement that ParkingEye's costs were £53 per ticket, when their accounts and DVLA figures showed the true figure was nearer £15, was perjury. As there was no standing for ParkingEye to bring the case, it was dismissed. £90 costs were awarded to the defendant.

    Local journo's also seem keen:

-although the usual points of ignorance show in the comments.

This: 'they said I was the second person to ring that morning from this area that hadn't recieved the court papers'[sic] deserves investigation. Royal Mail is now a shareholder-owned business.

  • I would start with finding out from the local shops who the landowner is. I would also find out from Northampton County Court where correspondence was being directed to and if this matched your address.

Was the pp retrospective? Was it in force at date of your parking event?

    Hi ampersand,

Yes checked tracking and it has been delivered and signed for.
I have had a email from Northampton in respect of an email I sent to find out what the ccj was for would this be classed as a response? It was a standard template and didn't respond to my specific issues.
I will ring again to find out date planning was given

If it doesn't answer your specific listed ?s, not a satisfactory one, No. So, thank them for the acknowledgment, reiterate ?s and request full reply within fixed timescale.

    >Ribble - Not only when pp was given, but whether or not it was retrospective, with all applicable dates.

    Will check back this evening.

  • In the future when you send a letter obtain a free certificate of posting.

Also get your questions ready for Northampton CC. Have found they respond better by phone than by email or letter. Their email response tends to be several weeks or not at all!!!

I would start with planning and Preston council

    http://completelyretail.co.uk/scheme/Church-Street-Development-Preston/index.html

Also there may be assistance shortly for helping with CCJs and I may be able to put you in touch with someone.

Can't pm you at the moment as need to clear some space and need to go out.
